Franklin's referendum questions on April 3 are quite costly, close to $80-million.

The stakes are even higher in the Elmbrook School District. Voters are being asked to approve over $108-million in spending.

Not confident to sell the referendum questions on their own merits, Elmbrook School District officials are trying to lure voters with free meals.

Have they no shame?
